Just a simple question, what is the speed for the 3200, Windows XP is reporting
mine to work at 2.19GHz

BTW. I do not overclock CPUs, I just want to know if it's normal, because I was
under the inpression that it would closer to 2.8GHz

What is important is performance, not clock speed.

Clock speed is no longer important, performance is the factor you should be
looking into now, the 3200+ should easily out perform the 2.8GHz pentium 4.
 
The Athlon XP 3200+ runs at 2200Mhz with a 200Mhz FSB.
So Windows is reporting it correctly at 2.19Ghz (close enough).
