Why do I seem to be missing this utility. I have the A7N8X Deluxe Mobo and
I got a CD without the program. I tried under both drivers and utilities but
it is not there. Does anyone know a link for a direct download?

Press the Delete key whilst booting. Under the Advanced heading, choose
Advanced BIOS Features. Scroll down to enable/disable the Post Reporter.
Save changes and exit.

That's all correct... you must first enable the feature in your BIOS.

Be aware, however, that if you want to actually hear and understand the post
reporter's speech, you really need to move the jumper on the motherboard
that directs the output through the onboard sound built onto the
motherboard. (That way, it will come out of your big speakers.) If you don't
move the jumper, the speech comes out of the chincy 25-cent speaker built
into your case... which is so bad that you can't even understand it.

Finally, for the whole deal to work, you have to be using the *onboard*
sound built into your motherboard. It won't work if you set the jumper on
the motherboard but have a third-party sound card (e.g., from Creative Labs)
installed.

The strange thing is I can get no sound from OB sound card. Everything is
connected fine. The BIOS says that OB sound is enabled, my speakers are
connected but no sound is coming from them. Any hints?

Are you talking about the Asus POST Reporter sounds here, or *all* sounds?
If all, then it's possible that you have inadvertently "muted" the sound
output in the onboard sound driver software. (At least, that's what I did a
while back.) Another possibility is that you have plugged the speakers into
the wrong jack on the back of the computer.
