Assign Task without Sending

Is there a way to create, assign and save a task in Outlook 2007 without
sending it?

I just want to track what I've asked other people, including clients.
 
I think I got this figured out -- I just need to save then close.

Does anyone know why the 'Save & close' button is not available?
 
The Save & Close button isn't available because you've turned the task into a task request. Instead, you should be adding a link to a contact. In Outlook 2007, the Contacts box for linking items to contacts does not appear by default. You will need to turn it on -- Tools | Options | Contact Options | Show Contact Activity Information on All Forms.
