ASP.NET - Web Server Error Message

I am trying to create an ASP.NET application from with
Visual Studio .NET 2003, but I keep getting the error
message "Web Server is not running ASP.NET 1.1."

I have tried everything that the MS knowledge base
suggests (asp_regiis, etc.), but nothing seems to work. I
have IIS 5.1.
