Arranging Icons on Desktop

I recently installed Windows XP, and find that I cannot
arrange icons alphabetically as with Windows 98. It
appears to arbitrarily arrange a certain number of icons
in alphabetical order, and then starts over with a second
listing of alphabetical order icons.

Any suggestions?
