Arranging by conversation arranges by subject

Hi,

I'm trying to arrange by conversation in Outlook 2003 but it seems to be
arranging by subject instead. If two different people send me an e-mail with
the same title they get grouped in the same thread. Is this meant to happen?

Yes, it groups by subject unless the senders also use ol2003.
