arrange on desktop

Arrange by name.

Recycle is first.

Then other files in C:\Documents and Settings\All Users\Desktop

Then files in C:\Documents and Settings\Sandy\Desktop. These are in
correct alphabetical order on the desktop.

Why is Recycle first?
 
Because it's a special folder, not a shortcut. The special folders are
grouped first, then followed by items in All users and then the shortcuts in
the current user Desktop folder. If you show My Computer or My Documents on
the Desktop, they will occupy the top most slot by default.

You're welcome. FYI, the sort order for special folders in the Desktop (and
in other areas of the shell) is decided by the sort order index value
specified in the registry.
