ARP Flush

Please enlighten me as to why XP is making me 'repair' my
connection(DSL) in order to connect every time I log on
and then tells me ARP failed to flush. Very Annoying.
I have one computer. Could anyone tell me how to rectify
this? I'm running out of hair.
