I have a user that keeps getting this error when trying
to open a second instance of IE6. Usually it opens up
several windows but instead of that, it gives the error,
"are you sure you want to navigate away from this page"
Any ideas ?

Sounds like malware. First try eliminating any third-party toolbars
which are known to cause problems with open in new window scenarios.
