Are there any freeware programs that function like NetLimiter?

NetLimiter allows you to control the bandwidth available per
application. For instance you can allow your bit torrent download to
only take 10kb of bandwidth so it does not slow down the rest of what
you have available. . .

Not quite what you're asking, but Shadow's Experimental BT Client has
variable upload limits, which you can set per torrent and are fairly
strictly enforced. Would this help?
