Are the forums "broken"?

Very Mysterious Problem:
It appears to me that all the MS Community Forums
are hopelessly malfunctioning, but I cannot find anyone
out there to corroborate this.

For the last 27 hours:
-The forums are running behind real-time, by 3-7 hours.
-I have tried posting 10 times, and only one post appeared.
-There are gaps of several hours where the forums show
no posts.
-The volume of posts appearing outside the gaps is
below normal.
-Nobody I've asked, out in cyberspace, has this problem.

-I live within 200 miles of Microsoft headquarters.
-I went to my local library and the problem was
the same.
-I have both AOL and MSN, and both have the problem.
-Other forums I visit are 100% normal.

How could this be possible? Is the Internet "broken" with
respect to Portland, OR and the MS forums, but nothing
else?

Who at Microsoft could I report this to? The problem seems
to be much larger than my personal computing environment.

Follow these steps to access Windows XP newsgroups using Outlook® Express.

1. Print out this page for easy reference as you go through the steps.

2. Launch Outlook Express, which is installed with Windows XP. You may
be asked whether you want to make Outlook Express your default e-mail
program.

3. On the Tools menu in Outlook Express, click Accounts.

4. In the Internet Account dialog box, click the Add button, and then
click News.

5. In the Internet Connection Wizard that appears, type your name in
the Display name field, and then click Next. Type your e-mail address in the
e-mail address field, and then click Next.

6. Type msnews.microsoft.com in the News (NNTP) Server field.

7. Click Next. Click Finish, and then click Close.

8. When asked, "Would you like to download newsgroups from the news
server you added?" click Yes.

9. In the Newsgroup Subscriptions dialog box, type
microsoft.public.windowsxp. to display all Windows XP newsgroups. Click the
newsgroups you're interested in, then click Subscribe, and you're ready to
go!
