I would like to setup a website using Publisher 2003 but the host accepts
Frontpage 2003. Would I be able to use Publisher instead of Frontpage...in
other words; are the two interchangeable?
 
NO.
Use one or the other, using both would be like "crossing the streams" as the
Ghostbusters used to say.
Preferably, use Frontpage if you have it, Publisher is primarily a desktop
publishing program not a web editor.

Not sure if that really answers your question...

If your host accepts FP (and has extensions installed for FP) then you
"could" use Publisher if you wanted to...but I doubt you'd get much support
for Publisher if you had to ask your host for help.

Just so you'll know, Publisher's HTML is un-maintainable. Once you create
the page, nobody will be able to manage it.
 
Publisher can Publish to a server that has the FP extensions installed.
