Are network PST's cached locally?

I have PST's in my Documents folder. I am able to access them - not just
view, but open emails - when I am offline. Since PST's don't synchronize for
offline use, I don't understand why I can access my PST's. Are they cached
for offline use? If so, can I get more information on how the cache works?

We're on Vista and using MS Office 2007.
 
A "PST" is a "local file" even if you store it on a network (not
recommended due to potential corruption)
 
Not quite clear what you are saying.

ALL .PST files (personal folders and archive files) are stored seperately
from your Exchange server files. Exchange files are cached in the.OST file,
personal folders are in your .PST file - both are on the local computer
normally. The.PST file is not cached, it is natively local, the .OST file
is a cache of files still on the server.
