Are IE-6 and Outlook Express linked?

I only use IE6 for incoming and outgoing mail and have never had a problem.
All mail is being received except ones I have a rule against.
I just had cause to go to outlook (not outlook express) and find that for
the below dates all my incoming mail is also there including those that IE6
rejects due to my rules.
Strangely its only showing mail received on these dates and is currently
ongoing.

9/15/07
9/16/07
Note that I receive 6-8 mails every day.
It actually saved my day as it had a mail today received in Japanese that
IE6 rejected due rule "must have a,e,i,o,or u)in header.
Question is WHY only these dates? and maybe even why any at all?

You post here using Outlook Express (OE). Are you referring to OE6, not
IE6, in your post? Is OE or Outlook (OL) your default Mail Client?
 
Clarification
I use IE as Browser.
I use OE6 as default mail client.
I mentioned that I saw the weirdness after going to OL for another
reason,the calendar, and finding mail there. NOT A NORMAL THING I DO.

Why do you have your mail account(s) running in two Mail Clients?

What are your OE settings at Tools > Accounts > Mail > [account(s)] >
Properties > Advanced > Delivery?

Settings in both OE and Outlook both called for getting mail. Changed
Outlook to not download mail. Hopefully this should work.
As to why they were turned on,off,on in Outlook over a month its strange but
no longer pertinent. I do know I did not do it!
