Archiving PST file due to increasing size in current pst

I have a couple of users in my office that have growing pst files that want to be able to archive their current pst file, but be able to get access the that pst without having to import it back into their current one if they need to reference a previous message. We use in our office the internet email only configuration of Office 2000.

I have tried exporting the pst file and then importing it into Outlook Express, but I have not found away to direct OE to a particular pst file. It seems to want to use the current pst file instead

Does anyone have any thoughts on what I can do solve my issue

Any information would be greatly appreciated

You can't do that. That's not how OE's import works.

They don't have to import it. They can simply open it with File>Open. You
can have multiple PSTs (I have five).
 
Create the archive.pst and then connect to it by File-> Open-> Outlook
Personal Folder...
