I had a similar problem. Outlook archives by the date the
item was modified, not the received date. In my
experience, something had happened and the modified date
on all the messages in the folder to be archived had been
changed to something less than a week ago.
To get around it, I created an archive.pst file with auto
archive in tools>options>other>auto archive. Then I
mounted that .pst and manually moved the old messages into
the corresponding folder in the archive folder. Set
the "move items older than" date and let it move things on
its own after that.

We are using Outlook 2002 and Exchange 2000. I have set
up several users to auto archive to a .pst file to free
some space on the exchange information store. There are a
few accounts that do not archive correctly. I have set
them up to archive anything older than 2 months, but when
you tell it to archive, the process shows in the bottom
right corner and all folders are created, but nothing is
put into those folders, even though there are several
messages much older than 2 months. Any suggestions??
