Apps other that MSIE can't access the Internet Connection

AMD-K6 500 Running Win 2000
512 MB Ram

Latest service padks installed.

Problem:

Web surfing with MSIE works fine but any programs that
want to access the net ( Quicken , Analogx Atomic Time
Sync, etc) can't get access. I can ping the servers
involved, but the programs themselves act as though there
in no internet connection.

The other PC on my LAN does not have this problem. I
tested the problem PC connected directly to my cable modem
(*bypassing the routr) and the trouble was still there.

Any ideas?
