Appointments not showing up as Tentative

I have several people(maybe more) that are having a
calendar problem. When they recieve a new appointment it
does not show up as tentative on there calendar until they
open it. These people are in meetings all day and dont
have the opertunity to check their calendar on a regular
basis. This problem is causing them to be double booked
because other people cannt see that they have a tentative
appointment.
Does anyone have any idea what is going on.
I have about 2500 users on 5 mailbox servers and so far I
have only heard from 3 that this is a problem.

Outlook 2000
Exchange 5.5 SP4
 
Well, this is a general issue and you're not able to show these appointments before the actual meeting request is opened unless you book the appointment directly (not using the meeting request but the appointment function) into their calendars - then it will be shown immediately
Further more, using the scheduling tab in the meeting request can be a bit ‘risky’ too as the overview you see here is based on free/busy information. The free/busy information is not always current as it’s only updated every 15 minutes by default. Meaning that even though the people seem to be free for a meeting they might not be it… due to the fact that the free/busy information has not been updated yet

The double booking problem is also seen if you’ve defined calendar folders for a set of meeting rooms as these usually are booked by a lot of people…

The only solution to really solve these problems is to start using a 3rd party tool – a group calendar which enables you to work in ‘real time’ and still use the Outlook and Exchange environment. This is the way we solved the problem.
 
If I schedule a meeting for you and me it should show up
as tentative in your calendar before you open it. Its
working that way here for a couple of thousand users. I
have several that it is not. I have also just discovered
that two of them have PDA's.. I just tried scheduling a
appointment with these people and the meeting did not show
up as tentative on there calendar..
