Appointment Defaults to Private - how can I change that?

When scheduling appointments it is now defaulting to
Private, but checking the box at the bottom right
corner. I don't want them to default to private, but
just the opposite. I want to check it private if needed
only. Is there an option I'm missing?
 
You set it up this way.

Tools->Options->Preferences tab->Email Options->Advanced Email Options. At
the bottom, set the sensitivity to normal.
