Applying service policy

Hello, I really need help. When I boot Windows 2000 its
loads and comes to a part that says "Applying service
policy", or something similar and stays there, no matter
time I give it.. I really need to use that machine, so any
help would be very great

Is this a domain account? Is this happening when you log on to a local
account?

This just happens when I am trying to boot.. I believe it
is set to automatically boot as a normal user, but it stays
at that "Applying service policy" screen
