If users connect via a pre-GINA VPN process (even just using a dial-up
modem), the OS normally runs Computer Security and Computer Registry
settings "out-of-process" and applies any changes before continuing to
process the User side of GPOs. However, that's all that is processed
(and these two processes cannot be disabled). If users connect after
logging onto the device, then the Computer/User Security and
Computer/User Registry settings are processed during the normal 90
minute (plus 0-30 minute random "positive" offset) refresh intervals.
Again, only security and registry settings are processed and these
cannot be disabled (well...unless the user disconnects).

scripts...which cannot be engaged over a RAS connection..and note that
speed doesn't matter), see the following article.
