Is there a way to select multiple worksheets within a workbook and appl
a freeze pane or split to the same line in all?

(I'm using Excel 2002

Yes,

Yes,

Select the first sheet you wish to format, then hold the CONTROL key down
while you click the tab of each additional sheet you wish to freeze panes
on. When all sheets are selected, go to Window|Freeze Panes to freeeze all
of the panes... and then right click on any selected sheet and choose
UNGROUP. It is very important to ungroup or any additional changes will be
sent to every selected sheet.

Grouping sheets did not work for me (in Excel 2000) not sure but it
may have been implied in the question. So if it is really needed, it
would require a macro, or to have them already that way to
begin with using templates for new workbooks (book.xlt) and for
new worksheets (sheet.xlt).
