"Applying computer settngs" hangs for 15 minutes

I set file security on an OU so that users only have modify on the c: drive
of the computers reside in this OU. Since I have set this security the
computer will sit at applying computer settings for about 15 minutes after
the computer is turned on. It does not happen on a reboot. I believe the
policy is being reapplied but why it is taking so long is my question. Any
Help? Thanks.
 
click start - run - type regedit and press enter:
Go t
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]

Create a new DWORD value called "NoSaveSettings" and set it to 1.
 
Can I ask what this is doing OR what this does? Thanks.
