Applying a policy to all new computers

We are a pc technician training organization, and our trainees do a lot of
reinstalling on our computers.
Everytime a computer is installed and added to the domain, we want it to
start using our own WSUS-server for updates (for obvious internet bandwidth
reasons).
The problem is that this only happens after the computer is added to an OU.
Up to now, we do this manually.

Which option is the best?
1) to apply the WSUS-policy to the root of the domain (if possible)
2) to use REDIRCMP to move all newly installed computers into an OU
automatically.

Or maybe other suggestions?

I'd do so. Since these settings should apply to all computers in the
domain, I'd group them and link them at domainlevel. As you cannot link
GPs to the "Computers" container, this would be the only reasonable
solution.
2) to use REDIRCMP to move all newly installed computers into an OU
automatically.

Well, REDIRCMP is only available for Windows Server 2003, afaik.
