Apply GPO to single user account?

I'm used to applying Group Policy Objects to specific
users on a domain by use of OU's (Organizational Units).
However I have a computer here (XP Pro) that is not on a
domain. I wish to use GPEDIT.MSC to set restrictions for
only one of the local user accounts. I tried making that
user an admin, logging in as that user, set the policy,
then log on as Administrator and remove that user from
the admin group. But the policy restrictions seem to be
global, meaning they affected even the Administrator
account. Any ideas? Or is this something you simply must
do with a domain?
