Apply a USER GPO to a Terminal server

I have an OU that is nested down 2 levels in AD. This OU
is called TermServers. I have users that are distributed
in other OUs above this one that have their own GPO.

Is there a way to have them receive the GPOs when they
logon on their desktops BUT whenever they terminal into
the TerminalServer, it will NOT process the USER GPO?

The easiest way to accomplish this is via the Loopback policy. The
