Applications Starting Very Slow ?

Hi,
I have recently inherited a Windows 2000 Advanced Server Machine.
Any Application I start (Say VC++) takes nearly 30 Minutes to Start.

For Some Reason I cant Change the OS.

My Machine is not accessed by any one else.
Only one user (me!)works on it.

I have defargmented all the Drives. Still the Situation is the same.
I have installed Latest Anti Virus Software and my machine was found to be
virus free.

I dont know why my system has become so slow.

Everyone i consulted wanted me to reformat the hard disk and reinstall.
I dont want to do this. Is there any way to speed up my computer.

What could be wrong. The Windows Task Manager Shows
SystemIdle Process is taking a lot of time (99% of CPU Time)
When compared to other processes.

Please Help.

Ive had that problem before and nothing i tried helped the
slow system. so I inserted my windows cd andrepaired my
OS, it just re-installs the operating system over the
previous one without any loss of programing,this is the
best way ive found to kill stubborn os's that refuse to be
fixed through the regular route.
ive also found out that some programs that you install on
a system will slow it down to a crawl, like norton
antivirus and their utilities, they hog a lot of sys
resources, im usind Avast anti-virus program it uses about
7,000- 10,000 kb's to run, so when i dont need it i hit
ctrl, alt, del keys to bring up task mon and kill any
processes that im not needing to run, you can always go
back into the start menu and restart the stopped programs.

System Idle taking 99% of the CPU time ?? It's not
taking 99% of the time, it's just showing that your
machine is idle for 99% of the time. That's normal.
