Applications hang on startup

Most notably, IE 6.0 and MS Outlook 2003 hang for 2-3
minutes on startup and then function normally.

Also, seemingly ramdomly, IE will hang for 2-3 minutes
when loading a page (more common when I use the "open in
new window" context menu option).

I have tried several things, ad-aware, virus scan,
CWShredder, etc. all to no avail.

Any help would be most appreciated.

I have more information. Upon doing further research, I
have found a series of Events (seen in the event viewer)
that seem to be associated with the apparent hangs.

There is always an DCOM error related to the "Machine
Debug Manager". The Symbolic Name for the error
condition is "EVENT_RPCSS_SERVER_START_TIMEOUT". The
Message description is:

"The server %1 did not register with DCOM within the
required timeout"

This error message is followed by an Informational
message in the Event Viewer that indicates the the
Machine Debug Manager service has entered the stopped
state.

Thus, it seems that the Machine Debug Manager is
generating a DCOM timeout error (I'm guessing this is
causing the "hang") and then the service shuts down.

What I don't know is how to correct this situation. Or
how it occurred.
