Applications getting a list of available modems.

Hi

I have a paging software program that is having a really big problem. When entering the conf. section of the app. it goes and interigates windows to determin if a modem, of the 'type' it needs is available (ie pull down list). Now as administrator the list is displayed correctly, but for any other user that doesn't have admin. rights it fails. When logged in as admin. the application works correctly and pages very well. Also, I have users that have full rights to do what every they need to the modem area in control panel, yet they can't send pages. So, is it a permission problem? If so, what needs to be done to correct this?
 
Use Regmon & filemon to determine which registry keys or files are being denied to non-admins. These are available at
