Applications built using Access 2003 developer edition

Will an application built using Access 2003 developer
edition be executable on a Win95 machine? My employer is
hopelessly behind in upgrading computers.

I want to build an executable system in Access 2003 so I
can take advantage of all the new features but have people
who are still working with 8 year old OSs be able to run
the application.
 
Does that really address this? It looks more like it
addresses running Access 2003 as a whole. It doesn't talk
about applications built in Access 2003. But if you're
right, can I use MS Access 2000 to build applications for
Win95?

You can't run an application built in Access 2003 without running Access
2003.
