Here's another one to give a looksee. Download is about 2mb.
PrestoNotes is a freeware utility tool devised for Windows 9x/2000/NT/XP. It
allows you to write little memo's and stick them on your screen. Each note
may be entirely personnalized : background and text colour, transparency,
character font, image, title, scroll bar, position and size, visible or
hidden, displayed on top of other windows or not, possibility to open or
save in an external file (.txt).

I use a scripting language I wrote. The script gets run every time
Windows. The benefit is that in addition to checking if anything is
going on, it also runs some programs that I want running when my
computer starts. Of course, you could use any scripting language
for this task.
