Unfortunately, the Rules Wizard has evolved as has Outlook with each ensuing
version. The Rules in Outlook 97 are really pretty primitive and are not
capable of catching a lot of the newer types of spam.
While it may not appear helpful, the answer given (to upgrade to a newer
version, preferably 2003) is about the only option you have as Outlook 97
has not been a supported program for over a year now.
I realize that you do not want to upgrade, but the tradeoff for keeping an
older and unsupported program are that the newest filtering techniques will
not work and you are stuck with the first generation of rules wizard.
A third option is to try third party anti-spam program. There are several
out there and some are free. If you use google.com, you will probably find
a good list to choose from.
