Application not found

When i try to open a setting with a shield next to it it says
C:\Windows\system32\FirewallSettings.exe application not found can yo
tell me why this pops up
 
Hi,

It comes up because the file is either missing or damaged. If you are using
a third party firewall, then it may be blocking that file from executing as
most suppress the native firewall to prevent conflicts. If you are using the
Windows firewall included in Vista, then you should run sfc /scannow from an
elevated command prompt to repair or replace this necessary system file.

Occasionally on incominmg e-mails, I am told "this file does not have an
association with it for performing this acton. Create an association in
the Set Associations Control Panel. I can't find what to do.

Email or attachment ?
