Application locking

Each time that I open Microsoft Outllook I get a pop up window that tell me
that Outlook is starting in sofe mode to isolate problem and that MSN tool
bar will not work in safe mode, what does this mean and how can I correct
this misconfiguration?

Hi Fred,
please go into the control panel > software > and watch out for a msn
toolbar.
Please deinstall this tool!
