Application Failed to Initialize Properly (0x80000003)

I have installed the beta version of Defender. About two weeks ago I
installed a new hard drive on my system (a Seagate SATA drive) and used the
Seagate software to copy the contents of my existing drive to the new drive
and I then set that drive as my primary boot device. Since that time, I have
had problems with Defender.

First, the program would not update it's definitions - it said that it
hadn't updated for over two weeks, but when I ran the update it said it was
up to date. So, I uninstalled and reinstalled and I started getting messages
about 2 dll's being missing (msvcr80.dll and msvcp80.dll). I searched my
system (XP Home, btw) and found the files in a folder other than system32, so
I copied them into there. Now, whenever I load the program I get the above
error "Application Failed to Initialize Properly (0s80000003)."

Any advice? I've tried un and re-installing several times to no avail.
 
Unfortunately, I'm beyond the point of those steps helping. If I had done
that right off the bat, I might be all set. But now, Defender won't even run,
as soon as a try to launch it, I get the above error. Are there steps
anywhere to manually remove Defender and remove it from the registry?

Try with 3 steps

1).- Windows Installer cleanup tool: read the info carefully before using:

2).- Ccleaner - http://www.ccleaner.com
Note, uncheck Yahoos toolbar during install.
Open Ccleaner and press "Windows" "Aplications" and run Ccleaner from the
menu choose 'Issues' and then press scan for issues, Repair any fºund.

3).- http://safety.live.com/site/en-US/default.htm
Look for the broom Clean up, also Tune Up..

In general, the fix is to delete MSASCui.exe.manifest, if found.

Be sure to delete just the manifest file--not the actual executable itself.

Here are the steps as Steve Dodson posted them:

start -> run -> c:
Press Enter
Browse to c:\ program files
then Windows Defender
Left Click on MSASCui.exe.manifest and press the delete key on your keyboard
Select yes to delete the file.

dear lordy thank you! i too was having the same issue. now its working
after deleting the manifest file. can you please tell me what exactly was
that manifest file and how the heck did it get in there?

I can't give a useful definition of what that file is for. I believe it is
part of the installation process, and should be removed as part of that.
