Application - Act - email send not working

I have installed Act 6.0 on Windows 2000 server Terminal services. I have one user with domain user rights setup who access Act over Terminal services - everything works great - act opens, email for act opens, he can receive email messages --- however he can't send email - the email screen locks up no error messages. If I assign him administrator rights in the active directory every thing works.

Any Ideas? I'd prefer not to give this person Admin rights -- but right now it's the only way he can send email.
 
Install and run regmon & filemon from sysinternals.com, then logon (concurrently) as this user, open Act and regmon & filemon will log which files or registry keys this user needs permission to access
