Appearance and Themes doesn't appear in Control Panel

I'm running Windows Xp home edition with SP2. I find the only way I can
change themes is to right click on the desktop and choose properties. I don't
have the
Appearance and Themes button in the control panel. Any way to activate or
restore this? Thanks - Kennard

Are you using the classic Control Panel? Appearance and Themes
is only available when using the Category View in Control
Panel. Even then, you end up using the Display Properties sheet
to make changes.

Look for it under Display in Control Panel.
 
I cannot change my desktop theme, the selections are greyed out and the
browse and position buttons are also greyed out.
