TkOutliner is a classic type of plain text outliner, with excellent
hyperlinking features. The text can contain url:s, pointing to local or
web addresses, or other outlines.

Font and background completely user-settable.
Exports to html, opml, plain text.

The internal file format is the same as plain text plus some parenthesis
characters to show levels. TkOutliner can be used as web page creator, as
it exports html. It has a tabbed interface so you can have many outlines
open simultaneously. Click on a link in one outline which points to
another outline and it opens.

The hyperlink system means that you can include texts which is kept as
separate text files. Pictures and other html pages can also be included
through hyperlinks.

TkOutliner is open source freeware, and there are other versions which
have been developed by other people. Written in Tcl/Tk, scriptable,
cross-platform. Main version written and maintained by Brian Theado.

Umm, I hate to show how dumb I can be but how do you donwload this
Tombo? It sounds like just what I want.
The download link takes me to a page of gobbledegook which I assume are
Japanese characters and I can't tell what to click on. Tried Googling
but kept ending up back at ?Japanese. Tried the forum and ended up back
at ?Japanese after registering.

Thanks to anyone who can help me get this.

You should get a couple of icons w/ filesizes (229 kb) after them --- clicking
on one of them will start the download.

Click on one of the file icons that have "229 kb" beside it. It's a
Japanese Sourceforge mirror. Make sure the filename at the top of the
page has the "desktop_en" in it.
