App-Domain could not be created. Error: 0x80070020

In our production webserver I am seeing this event few times. Any idea what
is causing this issue?

Source: ASP.NET 1.1.4322.0
EventID: 1088
Description:
Failed to execute request because the App-Domain could not be created.
Error: 0x80070020 The process cannot access the file because it is being
used by another process.

Please help!
