A Anteaus Aug 13, 2008 #3 IME, getting Apache to work on Windows is never easy, especially when it comes to php or SQL. It's a native Linux app, and setting it up on that OS is usually the preferred route. Another option is Xitami, which is very easy to setup on Windows.
