I have a few family members that are using windows 2000 and I'd like to be
able to help them using windows XP remote assistance, is there anything out
there like that? or is it just easier to upgrade them to XP Home?

Since I need to connect to a remote user "Father in law" over the internet
I'm looking for something jsut as easy to use as remote assistance and
possibly something he can setup himself.

I think VNC is quite easy, I have try MSN Remote Assistant, Logmein, and VNC
I find VNC now is really good .

I've look at a few VNC programs and am not sure how I'm going to get my work
pc to conenct to my father in-law's PC. Am I correct to assume that he will
need to find an open port and let VNC run as a server?

Yes, VNC has 2 parts 1 is client (Viewer I think), orther is server, it can
be installed as a service,
you can set it startup manually so when you need, ask him start the service
..
If he has a router, it should has port number 5900 opened

Once I setup the VNC as a server how do I reference his PC so that I can
connect to it? What do I do if the IP address of his PC is changing all of
the time? or behind a router.

Yes, you will need an IP .
The best thing is to buy a cheap router that can use Dynamic DNS . I have a
Netgear wireless
router at home, cost about 15$, but it works perfectly with these kind of
thing . I can either
install Terminal Services for testing . On the router you just need to set
Port Forwarding on 5900.
