I want to create a rule that moves messages with a blank subject line to the
junk mail folder. However, I cannot seem to find a way to do this. OL seems
to only look for certain "words" of which blank is not one. Thanks.

Unfortunately you are correct Outlook does not offer the functionality to
create a rule based on a blank subject line. If you would like to see this
functionality added please send an e-mail to (e-mail address removed) and
explain the request and the reason for the request. The Microsoft
developers review this data and consider the suggestions for future
version.

I hope this information was helpful.

You can accomplish this by creating a rule that deletes every message you
receive, but include an exception "with specific words in the subject" and
have those specific words be each character on your keyboard. That way, all
messages with a non-blank subject will eb ignored, but those with no subject
will be deleted.
