anyone have "Rasmans.dll"

in my system configuration utility, i encountered an error 1717 which indicated to me that i needed "rasmans.dll" i'm not sure exactly what to do to get this file. if anyone can help me out, i would appreciate it. i have a laptop that is having the trouble and cant get on the internet to receive a direct transfer of the file. i will need to compress it into a winzip file to transfer it via floppy. please help me!!!
