Anyone familiar with Keymigrt.exe?

Microsoft recommends that you run the keymigrt.exe utility (included in
the patch related to KB article 260219), because even after you upgrade
to High Encryption, there may still be keys in the protected store that
are using the weak encryption.

They recommend that you run these 2 commands:

keymigrt.exe
keymigrt.exe -m

When I run "keymigrt -m", I get a few "Could not unprotect key" errors.
Anyone know why that is happening?
