You haven't exactly overwhelmed us with facts. What do you have
connected to the computer? I would start with NO drive cables at all
attached to your MB and look for either a beep or a cursor on your
monitor. This all assumes you have the power supply attached correctly
and turned on, it is starting by virtue of the processor fan having
started, you have a good video card installed and your monitor works,
the speaker is attached properly, any MB jumpers required are set
properly for your memory and CPU. One could go on and on.
Start by making your setup as simple as possible and adding to it after
you get the first sign of life. It (generally) takes a working CPU and
RAM in order to get the power supply to turn on when attached to a MB.
This assumes the momentary power on switch is attached properly and A/C
is reaching that PS.
