Go to the Local Security Policy in the list of Administrative Tools. This
will show you Local policies and effective policies. If the local and
effective are different, that means the local has been overridden by a GPO
from AD.
For computer configuration/security policy probably the easiest way is to view Local
Security Policy and if you are in a domain compare local to effective settings. For
user configuration using gpresult /u /v will help determine what policies are applied
from where including local policy. You can also do wonders with the Group Policy
Management Console which can manage a W2K domain if run from a XP SP1 domain member
