Regarding your problem my suggestion is that you download the Network
Installation of SP4. Once you have downloaded it you do not have to connect
to the Internet any more to install the desired Service Pack.
The links below are for Service Pack 4, in which all earlier Service Packs
are included. If you with to install/download another Service Pack then head
to here:
http://www.microsoft.com/windows2000/downloads/servicepack s/default.asp.
Be sure to choose the Network Installation Download and not the Express
Download, as only the Network Installation will allow you to install the SP
without connecting to the Internet.
