Possibly. There are several Linux based recovery systems available and
all for free. You could even use Knoppix as a recovery tool. You might
Google for Recovery Is Possible and/or take a look at the
UltimateBootCD which has many useful tools. www.ultimatebootcd.com

Ultimate Boot CD Ver 2.4 is ready for download. This release adds the
Disk Image Writer specially created for UBCD by Adrian Stanciu, QNX
Demo Browser, PCISniffer, Disk Editor and Lucifer. The following
programs have been updated: TestDisk, Arachne, Intel Processor
Frequency ID Utility, Partition Saving, UniFlash, Drive Fitness Test,
Parallel Port Detection and Test Utilities, Astra, SeaTools Desktop,
MemTest86+, g4u, DLG Diagnostic, F-Prot and PCI. The F-Prot and McAfee
virus definition files have also been updated.

It *may* be donationware, but by golly so it goes.

I couldn't tell, is it able to "reset" local passwords ?
