Mozilla Firebird's history can easily be searched. It can also be
sorted by date, site, date and site, most visited, or most recently
visited. Deleting selected entries requires only a touch of the del
key. <http://mozilla.org/products/firebird/>

Here's the disclaimer about its state of readiness:

Mozilla Firebird 0.7 is a Technology Preview. While this software
works well in most cases, generally well enough to be relied upon
as your primary browser, we make no guarantees of its performance
or stability in its pre-1.0 state and it should not be relied
upon for mission-critical tasks.

Do you mean explicitly modifying the history IE maintains? (Don't
know)
Do you mean maintaining your favorites (URLs)? (Open the folder)
Do you mean controlling your cache?

I am aware of two free applications that index the contents of the
sites
you visit, ISYS:hindsite and MantaDB [don't start - it's on topic]

I used to have a nifty cache viewer, "C???", but the name escapes me.

And here is another. What did you find worked best?

IEHistoryView
http://nirsoft.cjb.net/

(Short description from site -- also see detailed description)
This utility reads all information from the history file on your
computer, and displays the list of all URLs that you have visited with
Internet Explorer browser in the last few days. It also allows you to
select one or more URL addresses, and then remove them from the
history file or save them into text, HTML or XML file. In addition,
you are allowed to view the visited URL list of other user profiles on
your computer, and even access the visited URL list on a remote
computer, as long as you have permission to access the history folder.
