Any freeware to create website banners ?

Hi,I wanted to ask if anyone knows if there is any freeware/shareware
that will let me make banners for my site.They dont have to be super-duper
flashy banners or anything,so just fairly basic program will do i think

You can make a banner in any graphic program.

PhotoFiltre it is a easy to use program
